Hi all,

We are registered with the state of Uttar Pradesh and we have been waiting for 18 months for a child proposal.  We are wondering if it’s worth contacting CARA directly to find out why it’s taking so long.  Our adoption agency gives us no specific information.  They say “we are hopeful it will happen by 24 months.”  We are getting tired of waiting.


Hi Ramola,

I do not know what the current ratio is between the waiting children and the families but this seems a very long waiting period. We also adopted from India. Our referral came in 5 months from registering with CARA. I think you should contact CARA and ask them about the delay. Also cc your agency and Menka Gandhi. My suggestion would also be to look at the kids/family ratio in UP on CARA’s website. We are also from UP but adopted from Maharashtra. If you want to talk further, please let me know. We are in the same boat.We are also currently on the waiting child list. It’s been 13 months now. As per C A R A time line -0-2 age range current wait timing is 15 to 18 months for O C I holder. Our agent told us 2-4 age range also the same wait timing. be strong and hope for the best. I hope you will get your referral soon. Are you on the healthy child list? be open for minor correctable child list as well.

Thank you both for your replies.  I think I will contact CARA then and cc Menka Gandhi.  Thanks again for your support.  The waiting is tough but I have to stay strong and keep going.

Do parents really understand how CARA Waitlist moves? Quite often parents keep waiting for a referral for several months, without realizing that their preferences hold the key to the amount of wait.

Understand CARA Waitlist through our blogs at - the hindi site has it under (Tippani - section)

We are also organizing an Adoption Counselling Camp in New Delhi on Feb 18, 2018 where parents can learn about keeping the right preferences to avoid unnecessary details.

Please note that writing to CARA or the Minister cannot help if you have chosen, State / Gender / Age Group combinations where as it is there is shortage of children.

Our website also offers avaialbility of children across States and Categories, for parents to validate their preferences. There are loads of other useful resources, videos etc on the website.
