Article 5 and NOC
Hi all,
I am adopting a little girl from India and I have completed my dossier and DS-260. How long did you have to wait for your article 5 and then your NOC? I am just wondering what different people have experienced. I know I have been lucky on receiving a referral so quickly. Thank you for your answers!

We adopted a few years ago from India and this really varied state-to-state. We adopted from Punjab and found that consistently calling to check in really helped make sure the process moved along and didn’t get set in a pile. Because the state government agency issues these, it seems like it took longer than the things that happened at the national level (via embassy and through Delhi/CARA). I know that’s not the best answer, but hopefully you can track which agency is responsible and figure out a contact to call and check in, even if it’s from here in the US. They will typically try to help you.

Hi Karina,
The time to process every single document depends on the experience of the orphanage with international adoption and CARA. Ours took a long time 4-5 months since it was the first time the orphanage was dealing with an international adoption case. They’re required to send certain docs to CARA to issue the NOC. When after a long time they did not, I emailed all the docs to CARA directly and we got the NOC with 3-4 days. We also got the article 5 in couple of days but I was in constant touch with the orphanage and CARA to get things done! I hope it answers your question. Good luck
