Americans living in Singapore need help

My wife and I are Americans living in Singapore for the last few years and have been trying to adopt a baby.  As a part of the process here, we need to provide a letter of support from the US embassy to start the home study process.  The US embassy does not normally issue a letter a support.  Wondering if any Americans have gone through a similar issue?

We adopted while overseas and used American Adoption Professionals Abroad. We didn’t need a letter from the embassy but they may be able to help sort through the red tape. Good luck!
