Agency suggestions for interstate foster adoption

In 2014 my husband in I (we live in Chicago) did our Home study with Adoption Center or Illinois at Family Resource Center (also in Chicago). Our daughter (from South Dakota) was placed with us in 2015 at 15 months and the adoption was finalized 6 months later in Jan of 2016. Because we are looking to do an ICWA adoption again, our next placement will likely be interstate as well.
It is my understanding that if we go through DCFS here, we cannot do in interstate placement. What agencies or organizations has anyone used other than ACI @ FRC? We didn’t have a stellar experience and for the thousands of dollars we paid, they don’t assist with placement at all, you basically get a home study, access to classes (fairly generic), and then you pay over $300 each post placement visit where they come for all of 10 minutes (you are required a minimum of 6). Our worker complained every time she was contacted by our daughters worker and any other time she had to do anything.
Who else has done interstate in IL through foster care? Who did you use and what was your experience?
