Agency Frustrations

Hi all,

We need some advice.  We adopted our first child from Russia in 2007.  The process was unbelievably smooth and the whole thing from start to finish took under a year.

Now, I realize that is not the “norm” for a Russian adoption, but I feel like we have gone from one extreme to the other.

To make a very long story short, we started the process for our second adoption in March 2009 with the same agency we used for our first adoption.  About 2 months into our home-study, our agency advised us that they would no longer be operating in Russia, but since they were an Illinois agency (our home state) they could continue to complete our home-study.  We had to research and find a new agency to take us back to Russia.

That research took us a bit of time and then by July 2009 we had a new agency chosen and were well on our way to working on our dossier in fall 2009.

Our dossier officially got registered in our assigned region on February 12, 2010.

Fast forward to April 2011, a full 14 months of waiting for a child referral to no avail.  Our agency advised us that we might want to consider dossier submission in a new region as the other region seemed to be inordinately slow, and the agency could not get a good idea of how much longer we would be waiting.

We quickly rushed to submit a dossier in the recommended new region for May 2011.

However, today we were informed that our dossier did not, in fact, get registered for May and now we must wait in hopes of getting it registered for June 2011.

So my questions to you all are as follows:
(1) Do we just continue to sit tight and hope for the best?
(2) Do we go over our worker’s head and ask to speak to superiors to find out what in the world (if anything) is truly going on?
(3) Do we consider a new agency and (GASP!) start over?

Thanks,
Heather

Heather.
I understand your frustration.  We waited 2 years and we finally got our referral.  I think the processes are changing along the way… due to the Tennessee woman putting her 7 year old on a plane and sending him back to Russia alone…(crazy woman)...I know I had to update my dossier after being registered for 1 year.. you might look into this and make sure you don’t need to be updating.. we found out in February and updated the entire dossier in 1 month.  Needless to say we made a few trips to the big city for apostilles again.
So I would say just be patient.  The phone call or e-mail you are waiting could just be moments away.  Did they say where you are on the list in the region you are registered in.  We kind of new we were getting close to the top of the list.. and were expecting information in July when we got it in May… so now we are hurrying to get things ready for our first trip.  So hang in there.  It will happen when you are about to give up… I don’t think starting over with a new agency would be wise, but of course that is up to you.  I would talk with the agency and see where they think you stand.  They want you to be happy with their service - so you will refer other people to them.. so make sure to contact them with your concerns.  We are using Happy Families international and they have been great at keeping me up to date.. even though most of the time it was bad news.. at least I knew where I stood….Good luck and God Bless!  Tamra

Hi Heather,

My husband and I just completed the adoption of our son in early March 2011.  We first got his information in early December 2010.  From referral to gotcha day it was right at 3 months.  Our son was in the Kirov region.  What region(s) are you currently working with?  I know of 6 children within our agency whose adoptions were finalized from this region in the last 8 months or so.

Sending you hugs…it wasn’t so long ago I was in your waiting position…we were originally with Bulgaria but switched to Russia after 13 months due to no movement from B.

Trust your gut instinct, it was the best advice I received during our process and it’s really the only thing you can control.  Best of luck to you and your family!

Heather,
Just wondered how things are coming along? We are just about to get our dossier out to Russia so I am very curious to know how you’re doing and what region you’re in.

I love to hear all your stories!  We are at the beginning stages(home study being finalized) but, we are running as quick as we can and praying for the rest to work out too.  Our agency has suggested that we apply to more than 1 region so we have narrowed it down to 4 that our agency works with.  One of these has been shut down due to the ratification things between US and Russia, but that should be completed by June so we are hoping to still apply there.  Yes, We are hitting some issues too due to that crazy lady that abandoned her son by sending him back to Russia.  I read the agency is suing her for child support…what about arresting her for child abandonment?  This was a finallized adoption, this child is American, here we arrest people that leave their children!....None of us go into this lightly and we must educate ourselves about what may lie ahead with internationally adopted children.  Great book by Patty Cogen, Rasing your international adopted child.
